Rex Carr Higgins 71 passed away on July 21, 2011 in Mesa, Arizona. Mr. Higgins, a Major in the United States Air Force, retired in February 1981 after 21 years of service as a Navigator, Weapons Controller, Air Operations Officer with numerous awards and medals. He is survived by his loving wife Ellie of 31 years, sister in law Linda (James) Vinson and brother in law Ralph (Ouida) Whitehead.
